Streit um Hormus-Einsatz: Bundesregierung contra Reederverband

Der Verband Deutscher Reeder (VDR) erhöht den Druck auf die Bundesregierung in der Debatte um den Schutz der Handelsschifffahrt im Persischen Golf und in der Straße von Hormus. Nach der klaren Absage von Bundeskanzler Friedrich Merz an eine deutsche Beteiligung an einem internationalen Militäreinsatz äußerte der Verband offen Befremden. Deutschland solle internationale Bemühungen zum Schutz der Seewege „aktiv begleiten und alle Optionen prüfen, die zu einem wirksamen Schutz von Schiffen und Besatzungen beitragen können“, erklärte der VDR in Hamburg. Ein bloßes Vertrauen darauf, dass es zu keinen Zwischenfällen komme, sei angesichts der Lage keine tragfähige Strategie.

Die Kritik der Branche fällt in eine Phase zunehmender Spannungen in der Region. Die iranischen Revolutionsgarden hatten die Straße von Hormus nach Angriffen der USA und Israels für gesperrt erklärt, mehrfach kam es zu Attacken auf Handelsschiffe. Nach Angaben des VDR sitzen in dem Kriegsgebiet weiterhin zahlreiche Schiffe und Seeleute fest. Betroffen seien knapp 1.000 Seeleute auf mindestens 30, nach jüngsten Informationen der Deutschen Marine sogar mehr als 40 Schiffen mit deutschem Bezug. Insgesamt sollen im Persischen Golf mehr als 2.000 Schiffe blockiert sein, rund 20 seien bereits angegriffen worden, teils mit tödlichen Folgen. Am Donnerstag war erstmals auch ein Schiff des deutschen Linienbetreibers Hapag-Lloyd getroffen worden; das Feuer an Bord konnte gelöscht werden.

Merz hatte zuvor deutlich gemacht, dass er derzeit keinen Anlass sehe, „über eine militärische Absicherung der Seewege nachzudenken“. Deutschland sei nicht Teil des Konflikts und wolle es auch nicht werden, lautet die Linie des Kanzlers. Auch Verteidigungsminister Boris Pistorius zeigte sich zurückhaltend und äußerte Zweifel, ob zusätzliche Kriegsschiffe in der Region die Lage tatsächlich verbessern würden. Diese Position steht im Kontrast zu einer vor wenigen Tagen unter den G7-Staaten getroffenen Verständigung, wonach die Regierungen eng zusammenarbeiten und Pläne für internationale Schutzmaßnahmen im Golf prüfen wollen.

Der VDR warnt vor einem deutschen Sonderweg und mahnt, die nationale Zurückhaltung dürfe nicht dazu führen, dass Handelsschiffe mit deutschem Bezug faktisch ohne ausreichenden Schutz bleiben. „Diese Menschen und Schiffe dürfen in dieser Situation nicht sich selbst überlassen werden“, betont der Verband mit Blick auf die Besatzungen. Für die Reeder steht nicht nur die Sicherheit der Seeleute, sondern auch die Verlässlichkeit zentraler Seehandelsrouten auf dem Spiel. Während die Bundesregierung vor allem das Risiko einer weiteren Eskalation und eine mögliche Verwicklung Deutschlands in die Auseinandersetzungen im Blick hat, drängt die Branche auf ein klareres Bekenntnis zu international koordinierten Schutzmaßnahmen. Wie Berlin diese Interessen ausbalanciert, dürfte in den kommenden Wochen zur Belastungsprobe für die deutsche Sicherheits- und Wirtschaftspolitik werden.
